President

As President of BDA since 1997, Dr. Dennis brings a wealth of expertise in environmental science to the firm. With a focus on wetland delineation, permitting, and mitigation, along with extensive experience in plant taxonomy, ecology, and remote sensing, Dr. Dennis leads strategic initiatives and ensures regulatory compliance across projects. With a notable career spanning several decades, Dr. Dennis has been instrumental in major theme park wetland evaluations, airport permitting, and wetland reclamation planning. His leadership and involvement in legislative, rule-making processes underscore his commitment to environmental stewardship and excellence in consulting services.

Mr. Jeff Pardue, a Senior Vice President at BDA, has over 48 years of professional experience including 24 years in the electric energy sector including 10 years as the chief environmental officer for Florida Power Corporation and 24 years in environmental consulting. Mr. Pardue, a Certified Environmental Professional and Certified Ecologist, is a subject matter expert that includes environmental assessments and permitting, large-scale residential and commercial entitlements, wetlands assessment and mitigation, threatened or endangered species, energy facility siting, linear facility siting and certification, water quality and aquatic ecology, and National Environmental Policy Act documentation. Mr. Pardue holds B.S. and M.S. degrees in biology and a Master of Business Administration.

Penny E. Cople, B.S.

Ms. Penny Cople has over 25 years of professional environmental consulting experience and is considered a seasoned expert in wetland regulatory permitting, listed species permitting and wetland mitigation bank permitting. Ms. Cople excels in wetland evaluations, wetland permitting, threatened and endangered species permitting issues, development of project permitting strategies, habitat conservation management and restoration planning, mitigation plan development, and mitigation banking. Her proficiency extends to coordination/management of large-scale mitigation projects, rulemaking reviews and analyses, and preparation of complex technical documents. Ms. Cople has also presented regularly at environmental conferences regarding wetland functional assessment methodologies and wetland mitigation banking.

Jennifer L. Rosinski, Ph.D., PWS

Dr. Jennifer Rosinski brings over two decades of expertise to her role as Principal Scientist at BDA. With a background in environmental sciences and zoology, Dr. Rosinski specializes in wetland delineation, functional assessments, and environmental permitting, with extensive experience managing large-scale projects and complex permits. She is recognized for her proficiency in complex wetland delineations throughout Florida and the southeastern United States, as well as field determination of hydroperiods and Listed Species surveys and permitting. Dr. Rosinski's commitment to environmental stewardship extends to her involvement in various professional associations and her role as an expert witness in environmental litigation cases.

Mr. Dale Dowling has over 25 years of professional experience in regulatory agency coordination, wetland delineation, threatened and endangered species surveys, and environmental regulatory negotiations. Mr. Dowling specializes in ensuring compliance and facilitating permitting processes for large-scale, multi-phase, development, mitigation, rail, and transportation projects. Mr. Dowling's experience encompasses wetland and listed species mitigation, as well as environmental constraints review, making him an invaluable asset in navigating complex environmental landscapes.

Dr. Lynette Brown is an expert soil scientist with over 15 years of experience at BDA.
